,, “Let’s settle the plan first; as for the exact time, we’ll talk about it later.” introduces a second topic after a first has been dealt with. What follows it is a noun phrase — the new topic — then a comma and a comment on it, often one that postpones it, limits it or contrasts with what was said before.

That contrast is common: ,, “He speaks English; as for Chinese, he only knows a few sentences.” Because marks a shift, it needs something before it to shift away from. It cannot simply mean “about” or “concerning” at the start of a discussion; that is .

has a second, verbal use, almost always negative: “it won’t go as far as”, used to reassure: , “It’s only a slight cold — not bad enough to keep him off work.” A bare in this sense survives mainly in rhetorical questions (? “Is that really necessary?”).

  • 不太对

    Incorrect sentence: 至于中国历史,他写了很多书。

    Correct sentence: 关于中国历史,他写了很多书。

    为什么: With no earlier topic to turn from, “about Chinese history” is 关于. 至于 only shifts from one topic to another.

  • 不太对

    Incorrect sentence: 至于具体时间,我们先把计划定下来。

    正确

    Correct sentence: 我们先把计划定下来,至于具体时间,以后再说。

    为什么: The 至于 topic comes second, after the main topic has been dealt with, and is followed by its own comment.

  • 不太对

    Incorrect sentence: 他只是有点儿感冒,至于不能上班。

    正确

    Correct sentence: 他只是有点儿感冒,不至于不能上班。

    为什么: In the sense “go as far as”, 至于 is used in the negative: 不至于 + the serious result being ruled out.

“至于”“除了……以外”

Both move from one item to another, but 除了…以外 keeps them in one statement — 除了英语以外,他还会说汉语 “Besides English he also speaks Chinese” — whereas 至于 closes the first statement and opens a separate one with its own verdict: 他会说英语,至于汉语,只会说几句. Use 除了 to add or exclude within a claim; use 至于 to change the subject, often to say something different about the new one.
