随着 links two changes: as one develops, the other follows. Its object is a change, usually a noun phrase with 的; the main clause must describe a change too.

, “As the economy develops, people’s lives keep getting better.” says that one change is carrying another along with it. It is the preposition of reports, essays and HSK 4 reading passages about cities, technology and society.
The object of must itself be a change. The most common shape is a noun, then , then a change noun: , , , . A short clause works too: . A static object — a person, a place, a thing — does not fit: means nothing.
The main clause then has to show change as well, which is why it so often contains , , , or a verb plus : ,. A main clause that only describes a state — — leaves with nothing to accompany.
In ordinary sentences the phrase comes first, followed by a comma. In formal writing it can also follow the subject: .

为什么: In ordinary sentences the 随着 phrase comes first. Tacking it on at the end is an English word order.

越来越 describes one thing changing over time: 天气越来越冷. 随着 ties that change to a cause that is changing too: 随着冬天的到来,天气越来越冷. The two belong together more often than not — 随着 sets up the driving change, and 越来越 in the main clause shows the result keeping pace. Without the second change, 随着 has nothing to do; without 随着, 越来越 still stands on its own.
