In view of: grounds for a decision with 鉴于

鉴于 names a known fact as the ground for a decision or measure that follows. It opens the sentence and belongs to formal writing. For an ordinary cause and effect use 由于; for a supposition use 倘若.

is the language of notices, reports and official letters. It states a situation that is already known and true, and the main clause announces what has been decided in response: , “In view of the weather, all of today’s flights are cancelled.” ,.

Two things define it. The fact must be real, not hypothetical: is wrong, because a possibility is not a ground; the conditional is needed. And the second half must be a decision, a measure or a judgement made by someone — , , , — not a natural consequence. , is therefore wrong: the empty streets are a result, not a decision, and the sentence needs .

normally opens the sentence, before any subject, and is followed by a noun phrase or a clause. It is rarely used in conversation; in speech, or would be more natural.

    Why: 鉴于 needs a known fact. A possibility is a condition, so the sentence needs 倘若 or 如果.

    Incorrect sentence: 公司决定推迟会议,鉴于很多人请假了。

    Correct

    Correct sentence: 鉴于很多人请假了,公司决定推迟会议。

    Why: The ground comes first and the decision second; 鉴于 opens the sentence.

因为 and 由于 link any cause to any effect, including things nobody chose: 因为下雨,路上的人很少. 鉴于 is narrower. It gives the grounds on which someone *decides* something, so the second clause is a decision, a measure or a recommendation. If no one is deciding anything, 鉴于 is the wrong word.
