Every single one: 凡是…都…
Opens with a whole category — everything or everyone of a certain kind — and states that the predicate holds for each member. The second clause needs 都.

， “Everyone who has been here says the scenery is beautiful.” opens a sentence with a category defined by a description — here, people who have been here — and makes a claim about all its members without exception.
What follows is a noun phrase, nearly always with a modifier that defines the category: “whatever he has promised”, “any exercise that is good for your health”. A single named person or thing cannot follow ; there has to be a class to range over.
The second clause needs , which, as an adverb, follows its own subject when there is one: ，. itself always stands at the very front of the sentence, never after a subject. The pattern is typical of written rules, notices and generalisations — ， “Anything bought this month can be exchanged.”

Why: 凡是 announces “every one”; 都 in the second clause is what delivers the claim. It cannot be dropped.

Correct sentence: 凡是我的朋友，都喜欢喝咖啡。
Why: 凡是 ranges over a category. One named person is not a category; say 小王很喜欢喝咖啡 instead.

Correct sentence: 凡是他答应的事，他都会做到。
Why: 凡是 always opens the sentence, ahead of the whole category phrase, including any subject inside it.
