Counts anything that runs on wheels along the ground: 一辆出租车, 一辆自行车, 一辆公共汽车. A boat takes 条 and an aeroplane 架 — 辆 does not travel on water or in the air.

个 is the classifier of last resort, and vehicles do not need it: they have 辆. Using 个 here is understood but marks the sentence as a learner’s.
