The simplified 会 keeps the lid, the 人 on top, and writes 云 for everything beneath it; that 云 is a cursive shorthand, not a cloud. The "can" sense is about learning, not permission: 我会说中文 is what you can do because you were taught it, while 能 is what circumstances allow.
